Restrict certain forums to only allow topic starters and selected groups to reply to topics.

With this hook, the selected forums will restrict the reply function to only allow the topic starter and members of selected groups and moderators to be able to reply to those topics.

Other members can still see and read the topics, they just cannot reply to the topics.

Great for having support forums where you want to ensure that replies to the topics are from only authorized people.
