Restricted Reply Function (source)

Restrict certain forums to only allow topic starters and selected groups to reply to topics. (unencoded version, please read full description for an important note)
 
With this hook, the selected forums will restrict the reply function to only allow the topic starter and members of selected groups and moderators to be able to reply to those topics.
 
Other members can still see and read the topics, they just cannot reply to the topics.
 
Great for having support forums where you want to ensure that replies to the topics are from only authorized people.
 
With this unencoded version, you can make small edits to provide any additional enhancements to the features already present.
